Amid intense protests and slogan-shouting by the Opposition in Parliament, the Lok Sabha passed the Tribunals Reforms Bill-2026. The Bill was passed through a voice vote without any prior detailed discussion or division, even as Opposition members continued their protests.
Immediately after the Bill was passed, the Opposition intensified its demonstrations, following which the Speaker adjourned the Lok Sabha until the next day.
Key Objectives of the Tribunals Reforms Bill
The Bill primarily aims to strengthen the judicial system, reduce delays in the disposal of cases, and streamline the functioning of various tribunals across the country.
It seeks to bring greater uniformity to the eligibility criteria, appointment procedures, tenure and service conditions of chairpersons and members of different tribunals.
Uniform Rules for Tribunals
The proposed reforms are expected to introduce common rules and standards across various tribunals in the country.
The Bill also provides for a review of the functioning of appellate tribunals. Tribunals that are found to be ineffective, redundant or no longer necessary could potentially be abolished, with their responsibilities transferred directly to High Courts or civil courts.
Focus on Reducing Administrative Costs
The government expects that these measures will help reduce unnecessary administrative expenditure and lower the financial burden on the public exchequer.
By rationalising the number and functioning of tribunals, the government aims to create a more efficient dispute-resolution mechanism.
Proposed National Tribunals Commission
Another significant feature of the Bill is the proposed framework for establishing a National Tribunals Commission as a centralised mechanism for overseeing appointments and related matters.
The Commission is intended to help ensure greater consistency in the appointment process while also safeguarding the independence and effective functioning of tribunals.
Government’s Aim: Faster and More Transparent Justice
The government believes that the proposed reforms will improve transparency in judicial services, strengthen the functioning of tribunals and help citizens receive justice more quickly.
However, the manner in which the Bill was passed amid strong Opposition protests and without a detailed discussion has become a major point of contention in Parliament.
