The YSR Congress Party (YSRCP) has strongly criticized Andhra Pradesh Chief Minister N. Chandrababu Naidu over his remarks on land re-survey, the 22A prohibited land list, and Pattadar Passbooks during his Banaganapalle public meeting. The party alleged that the Chief Minister’s statements are completely contrary to facts and accused him of attempting to claim credit for the historic land reforms implemented by the previous Y.S. Jagan Mohan Reddy government.
YSRCP further alleged that while the TDP-led coalition government has added lakhs of acres to the 22A prohibited list over the past two years, it is simultaneously projecting itself as the government that liberated lands from restrictions, calling it a “political deception.”
Misleading Claims on Land Issues
YSRCP alleged that Chief Minister Chandrababu Naidu has been criticizing the previous YSRCP government over land administration while remaining silent about the decisions taken by his own government.
According to the party, the TDP-led coalition government has added more than 20 lakh acres of land to the 22A prohibited list during the last two years.
The party claimed that the prohibited list includes:
- 13.59 lakh acres of freehold lands
- 2.06 lakh acres of dotted (Chukkala) lands
- 1.39 lakh acres of Village Service Inam lands
- 40,000 acres of conditional patta lands
- 50,000 acres of unassigned lands
YSRCP alleged that these lands were included in the prohibited list without valid justification. It also claimed that several lakhs of acres which had earlier been removed from the 22A list were once again added after the change in government.
“Lands Removed by Jagan Were Re-added to 22A”
The party stated that in 2023, the Y.S. Jagan Mohan Reddy government brought 27 lakh acres under the freehold category and, before the elections, removed 13.59 lakh acres from the 22A prohibited list.
However, after assuming office in 2024, the Chandrababu government allegedly reintroduced those lands into the prohibited list, citing alleged irregularities.
YSRCP alleged that even after two years, the government has failed to prove any of those allegations or restore the rights of affected landowners.
“Jagan Government Conducted India’s First Modern Re-Survey After British Rule”
YSRCP asserted that Chandrababu’s comments on land re-survey amount to distorting history.
The party said the Y.S. Jagan Mohan Reddy government undertook the state’s land re-survey using advanced technology the first such comprehensive exercise in India since the British era.
The technologies used included:
- Satellite mapping
- Drone surveys
- GPS-based surveying
- Core stations
- Rover equipment
To implement the project, the government reportedly recruited 10,185 Village Surveyors and carried out the exercise through the Village Secretariat system across Andhra Pradesh.
Drone Survey Completed in 17,000 Villages
According to YSRCP:
- Drone surveys were completed in 17,000 villages.
- Complete re-survey was finished in 6,800 villages.
- Four crore boundary stones were installed free of cost to permanently demarcate land boundaries.
- 30 lakh farmers received new Pattadar Passbooks.
The party said these passbooks carried QR codes and geo-coordinates (latitude and longitude), making it impossible to manipulate land boundaries in the future.
“Over ₹1,000 Crore Spent on Landmark Survey”
YSRCP stated that the previous government invested more than ₹1,000 crore to implement the prestigious land re-survey programme.
The party alleged that Chandrababu Naidu had continuously criticized and spread misinformation about the project while it was underway.
However, it said the Union Ministry of Rural Development later recognized Andhra Pradesh as the top-performing state in land re-survey implementation.
₹500 Crore Central Incentive Came for Jagan Government’s Work
YSRCP claimed that the Central Government sanctioned a ₹500 crore incentive in recognition of Andhra Pradesh’s successful implementation of the land re-survey programme.
Although the incentive was awarded for the work carried out during the Y.S. Jagan Mohan Reddy government, the amount was reportedly received after the TDP government came to power.
The party accused the present government of accepting the incentive while simultaneously trying to claim credit for the reforms implemented by the previous administration.
Village Service Inam Lands Issue
YSRCP stated that the Jagan government had already removed 1.39 lakh acres of Village Service Inam lands from the 22A prohibited list.
After assuming office, the Chandrababu government allegedly placed those lands back into the prohibited category.
The party said that after two years, the government itself concluded that there were no irregularities and has now initiated the process of removing them from the prohibited list once again.
YSRCP alleged that despite this, the Chief Minister continues to claim in public meetings that it was the previous government that placed those lands under 22A restrictions.
G.O. Rt. No.77 Reveals the Facts, Says YSRCP
According to YSRCP, the truth became evident through G.O. Rt. No.77, issued on July 8, 2026.
The party claimed that while the Jagan government had already removed 1.39 lakh acres of Village Service Inam lands from the prohibited list, the TDP government re-added them after coming to power.
Since no irregularities were found after two years of review, the government has now decided to remove those lands from the prohibited list once again through G.O. Rt. No.77.
YSRCP alleged that presenting this decision as though it were a fresh reform while blaming the previous government amounts to misleading the public.
Credit Claim Over Auto Mutation and QR-Code Passbooks
YSRCP also alleged that the Chandrababu government is attempting to take credit for reforms introduced during the previous administration.
According to the party, Auto Mutation, QR code-enabled Pattadar Passbooks, and geo-coordinate-based land records were all implemented during the Y.S. Jagan Mohan Reddy government.
It accused the present government of merely continuing the existing system while portraying it as a newly introduced reform.
Facts vs Political Narrative
YSRCP strongly condemned Chief Minister Chandrababu Naidu’s remarks made during the Banaganapalle public meeting.
The party reiterated that:
- The TDP government itself added over 20 lakh acres to the 22A prohibited list.
- Major land reforms including the modern land re-survey, QR code-enabled Pattadar Passbooks, Auto Mutation, and geo-referenced land records were introduced during the Y.S. Jagan Mohan Reddy government.
- The ₹500 crore Central incentive was awarded in recognition of those reforms, but the present government is now attempting to claim credit for them.
YSRCP alleged that the government’s public narrative differs significantly from the actual sequence of events and accused it of engaging in political credit appropriation over land reforms initiated by the previous administration.
