The Mega DSC-2025 recruitment process in Andhra Pradesh has once again triggered a political controversy. YSR Congress Party (YSRCP) president and former Chief Minister YS Jagan Mohan Reddy directly questioned Chief Minister N. Chandrababu Naidu over the recruitment process.
Jagan asked, “If the government’s intention was to conduct the appointments in a fair and transparent manner, why were government orders (GOs) issued stating that a qualifying examination was not required?”
He also questioned the rationale behind adopting one set of rules during the DSC process and introducing a different approach after the process was completed. According to Jagan, changes in the recruitment procedure and amendments to the GOs have raised doubts over the transparency of the Mega DSC-2025 recruitment process.
Jagan’s Direct Questions Over the DSC Recruitment Process
Jagan reacted strongly to the recruitment process and questioned Chandrababu Naidu over the government’s decisions.
He asked why GOs were issued stating that a qualifying examination was not necessary if the government genuinely intended to conduct the recruitment in a fair and transparent manner.
Jagan pointed out that eligibility, merit and transparency are crucial in government recruitment. He questioned why decisions involving changes to the rules were taken in the case of DSC recruitment.
He also sought clarity on the procedure announced by the government before the DSC recruitment began. Why was a different approach brought in by the time the appointments were completed? What was the need for these changes? According to Jagan, the government needs to answer these questions.
One Policy During DSC, Another After Completion?
This is one of the key questions raised by Jagan.
He questioned why the government changed its decisions after the DSC process was completed in a manner that brought back the earlier examination-based recruitment system.
Jagan argued that announcing one policy at the beginning of the recruitment process and changing the rules later could create confusion among candidates. He questioned whether such changes could raise doubts about transparency when the government does not follow the procedure initially announced.
The issue has now become a major point of political criticism. If the government maintains that the entire DSC recruitment process was fair and transparent, why was there a need to change the procedures? is the question being raised by the YSRCP.
Did These Policies Create Scope for a Scam?
Jagan also made sharper remarks over the changes in the GOs and decisions related to the recruitment procedure.
He questioned whether the changes in the rules and recruitment policies created an opportunity for what he described as a DSC scam.
According to the YSRCP, candidates can get a fair opportunity only when recruitment is based on clear rules, uniform standards and a transparent procedure. If policy changes are introduced during or after the recruitment process, the government should explain the reasons behind those decisions to the public, Jagan argued.
The YSRCP contends that such decisions could undermine public confidence in future government recruitment processes.
Why Was the Qualifying Examination Removed?
Another key question raised by Jagan concerns the decision to remove the qualifying examination requirement.
He argued that qualifying examinations should have an important role in teacher recruitment processes such as DSC, as they help assess the eligibility and competence of candidates.
Jagan questioned why GOs were issued stating that such an examination was not required. On what basis was the decision taken? Why did the government later have to reconsider or change its decision?
These questions have further intensified the debate over the government’s recruitment policies.

Did Changes in Recruitment Rules Cause Injustice to Candidates?
Another important issue is the impact of the changes in recruitment rules on candidates.
Thousands of unemployed aspirants prepare for years, appear for examinations and wait for appointments based on merit. In such circumstances, frequent changes in government decisions can create uncertainty over their future.
Jagan therefore questioned whether changes were made to the recruitment process and eligibility criteria in a manner that caused injustice to candidates.
He demanded that the government provide a detailed explanation regarding the decisions taken during the Mega DSC-2025 recruitment process.
How Can the Recruitment Process Be Called Fair and Transparent?
Against the backdrop of changes in GOs and recruitment policies, Jagan questioned how the entire process could be considered fair and transparent.
“How can you claim that the appointments were made in a fair and transparent manner? When the policies themselves were changed, where is the transparency?” was the political question raised by Jagan.
The YSRCP maintains that the government has a responsibility to explain every major decision taken during an important recruitment process such as DSC to both the public and the candidates.
Will Chandrababu Take Moral Responsibility?
Jagan also raised the question of whether Chief Minister Chandrababu Naidu should take responsibility for the allegations and controversies surrounding the DSC appointments.
“Will Chandrababu not take moral responsibility for what has happened?” Jagan questioned.
He maintained that when controversies arise over decisions taken by a government led by the Chief Minister, the government’s leadership has a responsibility to explain the decisions and developments to the public.

Jagan responded to the issue on Friday through the social media platform ‘X’. He also tagged a video explaining the questions he had raised over the DSC recruitment process.
In his post, Jagan said there was a need for the public to know the complete details of the decisions taken by the government and the subsequent changes in the DSC recruitment process.
He particularly sought answers from the Chandrababu government on issues relating to the qualifying examination, issuance of GOs and changes in the recruitment procedure.
Chandrababu Must Answer Questions Over DSC, Says Jagan
With political allegations and counter-allegations already continuing over the Mega DSC-2025 appointments, Jagan’s question — “If the DSC recruitment was transparent, why were the GOs changed?” — has added further political pressure on the government.
If the government maintains that the recruitment process was fair and transparent, Jagan has demanded clear answers to several questions:
- Why were GOs issued stating that a qualifying examination was not required?
- Why were the procedures changed after the DSC process was completed?
- Why was there a need to bring back the earlier examination-based recruitment system?
- Did these changes create an opportunity for irregularities or a scam in the DSC recruitment process?

The YSRCP argues that if the Mega DSC-2025 recruitment process was genuinely transparent, the government should have no reason to hesitate in answering these questions.
For now, the changes in recruitment policies and GOs have emerged as a fresh political flashpoint between the YSRCP and the ruling coalition government in Andhra Pradesh.
