Political Credit Battle Reignites Over Bhogapuram Airport
With the inauguration of the Bhogapuram International Airport, the political battle over who deserves credit has resurfaced in Andhra Pradesh. While the TDP claims the project is entirely the result of Chandrababu Naidu’s vision, the counterargument is that it was the YS Jagan Mohan Reddy government that actually removed the hurdles and took the project into the construction phase. Social commentators argue that if one looks beyond political narratives and examines the timeline, a clearer picture emerges.
The Initial Proposal and Land Acquisition Controversy
When the Bhogapuram Airport project was first proposed, the then Chandrababu Naidu government planned to acquire nearly 15,000 acres of land. Local farmers strongly opposed the proposal, questioning why such a vast extent of land was necessary for the airport.
At that time, then Opposition Leader YS Jagan Mohan Reddy stood with the affected farmers, stating that his objection was not to the airport itself but to what he described as excessive land acquisition beyond actual requirements.
Protests, Court Cases, and the 2019 Foundation Stone
As farmers intensified their protests and political pressure mounted, the proposed land acquisition area was gradually reduced. However, disputes over land notifications, compensation, and rehabilitation continued, leading several farmers to approach the High Court.
Despite these unresolved legal and administrative issues, the Chandrababu Naidu government laid the foundation stone for the airport before the 2019 elections. Critics argued at the time that key approvals, land acquisition, and legal clearances required for construction had not yet been completed.
Jagan Government’s Administrative Push
After coming to power in 2019, the YS Jagan Mohan Reddy government moved the project into a new phase by completing several crucial administrative and regulatory processes.
These included:
- Securing site clearance from the Central Government.
- Implementing the concession agreement with GMR.
- Obtaining the mandatory No Objection Certificate (NOC) related to the existing Visakhapatnam Airport.
- Transferring environmental clearances.
- Completing aviation safety and operational agreements necessary for construction.
These steps paved the way for the project’s execution.
Resolving Legal Hurdles and Completing Land Acquisition
During the same period, the major legal challenges over land acquisition were resolved. Key petitions filed by farmers were dismissed by the High Court, while the government pursued legal mechanisms to settle pending compensation disputes.
The administration also:
- Acquired the required land.
- Handed it over to GMR.
- Provided compensation reportedly higher than what had originally been announced.
- Developed rehabilitation colonies for displaced families.
These developments removed the principal obstacles delaying construction.
Did Jagan Oppose the Airport?
One of the most widely circulated political claims is that YS Jagan opposed the Bhogapuram Airport itself.
However, speeches and public statements made in 2015 indicate that his criticism was directed primarily at the proposal to acquire around 15,000 acres of land rather than the airport project itself.
Interestingly, after parting ways with the TDP, Jana Sena President Pawan Kalyan also publicly opposed the large-scale land acquisition from farmers. This raises a political question: if opposition to excessive land acquisition is interpreted as opposition to the airport itself, would that characterization also apply to Pawan Kalyan? Critics argue that those promoting such narratives should answer this question.
Bhogapuram vs. Kuppam Airport
Another point frequently raised in the debate is that foundation stones were laid before the 2019 elections for both the Bhogapuram Airport and the proposed Kuppam Airport.
While the Bhogapuram project eventually progressed into the construction phase, the Kuppam Airport project has yet to materialize.
Supporters of the Jagan government argue that this demonstrates the difference between conducting a foundation stone ceremony and actually completing the approvals, land acquisition, legal clearances, and administrative procedures required to execute a major infrastructure project.

The key question remains: Should credit go to those who announced and inaugurated the project before securing essential approvals, or to those who completed the regulatory clearances, resolved legal disputes, acquired land, and enabled construction to move forward?
