There are allegations of financial irregularities in Chanduluru village of L. Kota mandal in Andhra Pradeshs Vizianagaram district. The allegations are about the implementation of works under the Mahatma Gandhi National Rural Employment Guarantee Scheme, which is also known as MGNREGA. The villagers say that local authorities and political leaders have misused ₹3 crore in public funds.
A group of villagers led by MPP Gedela Srinivas and MPTC member Yadla Kishore went to the Collectorate on Monday. They submitted a complaint to District Collector S. Ram Sundar Reddy. They want an investigation into the alleged irregularities.
Allegations of Large-Scale Financial Misuse
The villagers say that several MGNREGA works were done in violation of Panchayat Raj rules and procedures.

Works Allocated Without Proper Permissions
The villagers say that some development works were given to people without following the proper Panchayat Raj procedures. These works should have been given through a tender process.
They also say that some projects were started without the approval of the Gram Sabha. There were no sanctions or technical clearances.
This is a violation of the government norms that govern MGNREGA and rural development works.
New Cement Roads on Roads
One of the major allegations is about the construction of a cement concrete road next to an already existing road. This road was built at a cost of ₹40 lakh.
The villagers question the need for this road. They say that the project violates MGNREGA guidelines.
They claim that their complaints to officials were ignored.
In some areas new cement roads were approved in the name of projects.. The villagers say that these roads already had BT roads. False measurements worth ₹23 lakh were entered into official M-books.
Same Gram Sabha Resolution Used for Multiple Works
The villagers also allege that authorities used the Gram Sabha resolution multiple times for different projects.
Initially permissions were obtained for works ₹10 lakh. After these works were completed the same resolution was used again for works worth ₹40 lakh in a different location.
The villagers say that fake records were created to justify the expenditure.
Irregularities Identified in Social Audit
A recent social audit found irregularities involving ₹21 lakh.
During the audit some officials were held responsible for recoveries. However the villagers say that no comprehensive inquiry has been conducted far.
Roads Laid Without Farmers Consent
The complaint also alleges that roads were laid through lands without obtaining consent from farmers.
The villagers also raised concerns about mining activities. They say that local ponds and water bodies are being damaged.
Collector Assures Inquiry
The District Collector, S. Ram Sundar Reddy assured the villagers that a detailed inquiry would be conducted.
The allegations from Chanduluru village have raised concerns about the implementation of welfare schemes like MGNREGA.
The villagers want an impartial investigation to uncover the truth behind the alleged misuse of MGNREGA funds. If proven true the case could expose large-scale irregularities, in the execution of development works in the region.
