Similarly, DSC candidates claim that phone numbers, audio recordings, and other evidence have surfaced in the AP DSC controversy. They question why no independent investigation has been initiated despite these allegations.
Certificate Verification Completed, Yet Appointments Withheld?
Several candidates allege that even after completing the 1:1 certificate verification process, appointment orders were withheld.
According to affected candidates:
- The government initially declared that all eligibility requirements had been satisfied.
- However, appointments were allegedly withheld later without proper explanation.
- They claim deserving candidates have been denied jobs despite fulfilling all eligibility criteria.
- They also say they submitted evidence of irregularities to officials but received no response.
Sports Quota: For Genuine Athletes or Participation Certificates?
Serious allegations have also emerged regarding sports quota appointments in DSC recruitment.
Critics allege that:
- National-level medal-winning athletes were denied opportunities.
- Jobs were allegedly given to candidates who possessed only participation certificates rather than outstanding sporting achievements.
- Recruitment rules were allegedly modified to facilitate appointments without written examinations.
- Some appointments were allegedly made despite candidates lacking the required academic qualifications.
The opposition also claims that certificates issued by certain sports associations were used to favor selected candidates.
Controversy Surrounding GOs 4, 46, and 47
The controversy has also focused on Government Orders (GOs) 4, 46, and 47, issued before the DSC notification.
According to opposition allegations:
- GO 4 changed the state’s sports policy.
- Following public criticism, GO 46 was reportedly withdrawn in an attempt to erase evidence of irregularities.
- Critics allege that these policy changes created opportunities for irregular appointments.
The government has denied these allegations.
Alleged ₹15–20 Lakh Deals for Teacher Posts
Victims and critics claim that candidates seeking teacher posts under the sports quota were allegedly asked to pay between ₹15 lakh and ₹20 lakh.
They claim that:
- Audio recordings
- Video evidence
- Phone call recordings
- Other digital evidence
have surfaced regarding these allegations.
Unemployed youth organizations are demanding that all such material be subjected to forensic examination as part of a comprehensive investigation.
Why Are Demands Being Made for Lokesh’s Resignation?
Opposition parties and unemployed youth groups point out that during the NEET-UG paper leak controversy, the Union Education Minister Dharmendra Pradhan faced demands for accepting moral responsibility.
They argue that since a similar controversy has arisen in AP DSC–2025, Education Minister Nara Lokesh should also accept moral responsibility.
Their central question is:
“Why should there be two different standards for similar incidents in the same country?”
The government, however, continues to reject the allegations and has not accepted demands for the minister’s resignation.

DSC aspirants have placed several demands before the government:
- A CBI investigation or a High Court-monitored probe into the alleged DSC paper leak.
- A judicial inquiry into sports quota appointments.
