Amaravati: Problems faced by contract and outsourcing employees in the Andhra Pradesh Health Department have once again come into focus, with employees pressing for regularisation and other long-pending service-related demands.
Contract employees in the health department are reportedly preparing for a strike from October 5, seeking regularisation of their services, better service conditions and resolution of other long-standing issues. Employee unions have also alleged that pressure is being put on those participating in protests.
Allegations of Pressure on Protesting Employees
Employee groups have alleged that workers taking part in protests are being warned about possible termination from service. There are also claims that the families of protesting employees are being contacted and warned about the consequences of participating in demonstrations.
Some employee groups have further alleged that intelligence personnel visited the residences of union leaders and made inquiries about their activities and participation in protests.
However, there is no clear official statement currently available from the Andhra Pradesh government or police confirming these allegations. Therefore, these claims should be viewed as allegations made by employee groups.
Show-Cause Notices to Employees
Another issue raised by employee unions is the alleged issuance of show-cause notices to some contract employees who are participating in the ongoing protests.
Employee representatives argue that the government should address their concerns through negotiations instead of taking disciplinary action against workers demanding resolution of their service issues.
The dispute comes against the backdrop of some measures announced by the government in September for contract healthcare staff. These reportedly included special leave for radiographers, changes in duty rotation aimed at reducing the workload of nurses and incentives for contract paramedical staff involved in surgeries.
14,600 Contract Employees Seeking Regularisation
According to a recent statement by the YSR Congress Party’s Employees and Pensioners Wing, around 14,600 contract employees in the Andhra Pradesh Health Department are awaiting regularisation.
The group said the employees include staff nurses, laboratory technicians, pharmacists, radiographers, ECG technicians and anaesthesia technicians, among others.
Regularisation remains one of the major demands of the employees, along with issues relating to salaries, service conditions and employment security.
For many contract healthcare workers, the issue is particularly significant because they have been working in the public health system for several years while continuing under contractual arrangements.
Government-Employee Talks Seen as Key to Resolving Dispute
The growing tensions between contract healthcare employees and the government have now raised questions over the next course of action.
Employee unions are demanding that the government hold talks and address their long-pending grievances. At the same time, allegations of disciplinary action and pressure on protesting employees have added to the controversy.
The key question now is whether the Andhra Pradesh government will resolve the contract health employees’ regularisation and service-related demands through negotiations, or whether further action against protesting employees could escalate the dispute.
