The movement over employees’ issues and pending dues in Andhra Pradesh is once again gaining momentum. The AP JAC Amaravati has called on employees across the state to unite and fight for the settlement of around ₹40,000 crore in long-pending dues, along with issues related to pay revision, Dearness Allowance (DA), pensions, and other service-related demands.
AP JAC Amaravati Criticises Government Over Delay
Speaking to the media in Vijayawada, AP JAC Amaravati Chairman Bopparaju Venkateswarlu and other leaders said that although the government has been holding discussions on employees’ issues, it has failed to take clear and decisive action.
They expressed disappointment that more than a month had passed since discussions were held with the Cabinet Sub-Committee on July 22, but there had been no significant progress on the issues raised by employees.
Key Demands of Employees
The employees’ organisations have placed a long list of demands before the government. Their major demands include the immediate appointment of the chairman of the 12th Pay Revision Commission (PRC) and the announcement of Interim Relief (IR) for employees.
They have also demanded payment of the pending four DA instalments, along with the immediate availability of a module on the Finance Portal for submitting DA bills.
Other key demands include:
- Payment of pending gratuity and Earned Leave (EL) dues to pensioners.
- Implementation of the Old Pension Scheme (OPS) for employees appointed after 2004.
- Resolution of Provident Fund (PF) issues faced by municipal teachers.
- Merger of the Model School Society with the School Education Department by abolishing the existing society structure.
- Approval for pending Telugu and Hindi PGT posts.
- Renewal of Contractual Representatives (CRs) working in Gurukuls.
- Compassionate appointments for families of employees and teachers who died during the COVID-19 pandemic.
- Regularisation of eligible contract lecturers.
- Resolution of issues arising from the bifurcation of the state.
- Expediting inter-state transfers.
- Changes in the transfer policy to facilitate spouses working at the same location.
- Framing of common service rules for teachers.
- Steps to resolve teachers’ issues related to the Teacher Eligibility Test (TET).
‘Do Not Mistake Our Patience for Weakness’
The JAC leaders said employees had remained patient for so long because they trusted the government and hoped their genuine demands would be addressed.
However, they warned the government not to mistake their patience for weakness.
The leaders made it clear that the proposed movement was not merely about recovering pending financial dues. According to them, it is a broader struggle for the rights, self-respect, job security and future of government employees.
State-Level Conference on August 28
Against this backdrop, AP JAC Amaravati will organise a state-level conference on August 28 at the Makineni Basava Punnaiah Auditorium in Vijayawada.
The conference is expected to discuss and decide the next course of action in the employees’ movement. JAC leaders have appealed to all employee and teachers’ associations to come together and prepare for a united movement, similar to their earlier collective struggles.
With several major financial and service-related issues still pending, the August 28 conference is likely to become an important platform for determining the future course of the employees’ agitation in Andhra Pradesh.
