Meter readers reportedly say that they have repeatedly brought the technical problems to the attention of officials, but that the issue has not yet been resolved.
Staff members are seeking field-level inspections and technical intervention to identify the actual cause of the problem. They argue that allowing the issue to continue could further delay billing and eventually affect consumers.
Fix the Software First, Instead of Penalizing Meter Readers
There is no objection to using technology to improve electricity billing. However, if the geofencing system is not functioning properly, the technical issues need to be identified and resolved first.
When a meter reading cannot be recorded because of a software failure, a meter reader cannot issue the bill regardless of how much effort is made. In such circumstances, imposing salary deductions for “late billing” may not address the underlying problem.
Instead, authorities need to examine the software, identify technical failures and ensure that the system works reliably at the meter location.
