Problems with Magic Drains in Peddapuram.. Residents Face Issues Due to Wastewater and Mosquitoes

The innovative drainage technology popularly promoted as the ‘Magic Drain’ was projected as a game-changer for rural sanitation in Andhra Pradesh. The government claimed that the system would transform the face of villages and eliminate stagnant wastewater problems at a low cost. Introduced as part of the Palle Panduga 2.0 programme, the initiative was promoted as an idea of Deputy Chief Minister Pawan Kalyan, with Chief Minister N. Chandrababu Naidu personally inspecting and inaugurating a pilot project.

However, the situation on the ground tells a very different story. In Kummari Veedhi of Peddapuram in East Godavari district, wastewater has reportedly accumulated in and around the Magic Drain system, turning what was advertised as an innovative solution into a source of foul odour, mosquitoes and public health concerns. The situation has raised questions about scientific planning, monitoring and the use of public funds.

Chief Minister Inaugurated the Pilot Project in Peddapuram

In August 2025, Chief Minister Chandrababu Naidu personally inaugurated an experimental Magic Drain project in Peddapuram. The system was promoted as a cheaper alternative to conventional cement drainage systems.

While conventional cement drains can cost several lakhs of rupees, the government claimed that Magic Drains could be constructed at a cost of around Rs 90,000 for carrying household wastewater. Material funds under the MGNREGS were allocated for the initiative.

The government initially planned to implement the pilot project in 100 villages by October 2, 2025, selecting four villages from each district as part of the initial phase.

How the Magic Drain Was Supposed to Work

The drainage system was designed using layers of soil, gravel, sand and black metal. An infiltration pit was reportedly planned at every 50 metres.

According to the concept, wastewater from households would pass through the layers of stones and gradually seep into the ground. Solid waste remaining on the surface was expected to be relatively easy to remove and clean.

Officials reportedly presented the system as an effective and economical solution to rural wastewater management.

‘Magic’ Drain Turns Into a Stagnant Wastewater Pit

Less than a year later, however, residents are reportedly facing serious problems.

Solid waste, plastic, sludge and other materials present in wastewater have accumulated between the stones, blocking the drainage channels. As a result, the wastewater is no longer able to seep into the ground effectively.

The stagnant water has reportedly developed into a layer of green sludge and is producing a strong foul smell. Residents say that whenever the gravel layer is removed for cleaning, large numbers of mosquitoes emerge from the accumulated wastewater.

People living in the area reportedly have to deal with mosquitoes throughout the day and night, raising concerns about sanitation and the possible spread of mosquito-borne diseases.

Questions Over Scientific Design

The failure has also triggered questions over whether the system was scientifically designed for different soil conditions and wastewater volumes.

Critics argue that factors such as soil characteristics, groundwater infiltration capacity, local drainage conditions and the quantity of wastewater generated by households should have been assessed before implementing the technology on a large scale.

They contend that a drainage model that may work under specific soil and environmental conditions cannot automatically be applied to every village without proper technical assessment.

Pawan Kalyan’s Rural Development Initiative Under Scrutiny

Magic Drains were widely promoted as a flagship initiative of Rural Development Minister and Deputy Chief Minister Pawan Kalyan.

During a review meeting of the Panchayat Raj and Rural Development departments in May 2026, officials reportedly informed him that against a target of 59 kilometres, around 32.30 kilometres of Magic Drains had already been completed under Palle Panduga 2.0.

The initiative was also proposed for expansion into delta areas with black cotton soils and tribal villages.

The problems now being reported in Peddapuram have therefore raised concerns over whether adequate field-level technical assessments and monitoring were carried out before expanding the project.

Cost-Cutting or Lack of Maintenance?

Critics allege that the primary focus appears to have been on reducing construction costs rather than ensuring long-term functionality.

They argue that without regular cleaning and proper maintenance, drainage systems based on infiltration can quickly become blocked by sludge, plastic and other solid waste.

The Peddapuram experience has consequently become a case study in the potential consequences of implementing an innovative public infrastructure model without sufficient consideration of local conditions and long-term maintenance.

Government Response Under Question

The fact that the pilot project was inaugurated personally by the Chief Minister has made the reported problems even more significant.

Residents are questioning why authorities have not taken effective corrective measures despite the alleged accumulation of wastewater and mosquito infestation.

Opposition parties are also questioning why a project that was widely promoted as a revolutionary solution for rural sanitation is now facing criticism at the ground level.

Questions are being raised over whether public money allocated through employment-guarantee material funds was spent on a technically unsuitable experiment and whether adequate accountability mechanisms were put in place.

Immediate Action Needed

Residents of Peddapuram are now demanding that municipal and Panchayat Raj authorities address the problem immediately and restore proper sanitation in the affected areas.

The government faces the responsibility of ensuring that public infrastructure projects are not judged merely by their low construction cost or the number of kilometres completed, but by their long-term effectiveness, scientific viability, maintenance and impact on people’s lives.

If the Magic Drain model is to be expanded to more villages, the problems reported in Peddapuram need to be independently examined and rectified first. Otherwise, a project promoted as a low-cost rural sanitation solution could end up becoming an expensive failure for both the government and the people.
