Once hailed as one of India’s top-performing states in the Ease of Doing Business rankings, Andhra Pradesh is now facing questions over whether it is losing its edge as an investment destination. The NITI Aayog Investment Friendly Index 2026, released on July 17, 2026, has sparked political debate by highlighting the state’s declining competitiveness in attracting investments.

Andhra Pradesh Ranked 8th Nationally

According to the report, Andhra Pradesh secured a score of 48.7, ranking 8th among all 36 States and Union Territories and 6th among large states. While the state remains in the “Front Runner” category, it failed to secure a place among the top five performers.

The top five states in the national rankings are:

  2. Maharashtra – 53.7
  3. Tamil Nadu – 53.3
  4. Goa – 53.1
  5. Odisha – 52.4

Weak Fiscal Health Emerges as Major Concern

The report identifies Andhra Pradesh’s deteriorating fiscal position as the primary reason behind its lower ranking.

State debt has risen to 35% of Gross State Domestic Product (GSDP), significantly higher than the 30.3% average for large states. Additionally, the state’s fiscal deficit has exceeded the limits recommended by the Finance Commission, affecting its ability to support development initiatives and create a stable investment environment.

Delays in Industrial Incentives Impact Investor Confidence

Despite having investor-friendly industrial policies, the report notes that delays in disbursing incentives promised to industries have weakened investor confidence.

It also highlights that inadequate coordination among government departments for obtaining essential approvals—such as electricity and water connections—has resulted in delays in launching industrial projects.

Labour and Regulatory Challenges Continue

The report further states that investors rated Andhra Pradesh below the national average on labour-related issues and the regulatory environment.

These concerns have negatively impacted the state’s overall investment attractiveness and reduced its competitiveness compared to leading investment destinations.

Infrastructure Gaps Beyond Major Cities

While cities such as Visakhapatnam have developed strong infrastructure, the report points out that Tier-2 and Tier-3 cities still require significant improvements.

It recommends better road infrastructure and enhanced airport cargo facilities to support industrial growth and attract larger investments across the state.

Strengths in Digital Ecosystem and Natural Resources

Despite the challenges, NITI Aayog acknowledged several strengths of Andhra Pradesh.

The state performed well in:

  • Availability of natural resources
  • Overall investment potential in key sectors

These strengths continue to position Andhra Pradesh as an important destination for future industrial growth.

The report concludes that Andhra Pradesh’s inability to enter the top five is primarily due to:
